is on his way to Hong Kong to assume the Government of that Colony, from which the Lords Commissioners of the Admiralty will find that that Officer has been instructed to report, amongst other matters, upon the expediency and possibility of maintaining at the disposal of that Government one or more armed Colonial Steamers to be built and maintained wholly or in part at the expense of the Colony. As it appears clear that the maintenance of such vessels would be among the most effectual methods of stopping the acts of piracy which are now constantly reported from Hong Kong, Mr Cantwell is desirous that
